As far as I understand, and someone can definitely correct me if I am wrong, there are two issues at work here:
1) The inclusion of Rutgers and Maryland into the Big Ten
2) The looming move to a nine-game conference schedule
I believe that these next two seasons are merely that awkward transitional phase. I am not sure how much the divisional changes and playing all divisional opponents and then only 2 (after 2016, three) from the other division factor into it, but I imagine that might be part of it as well.
As someone who was wondering the same thing, I appreciate you actually answering the question.
