accused of an "altercation" against black player Michelle Moulton.  However, one of the dismissed players put this on her facebook:

 

"The three of us have not been released from the team because of racism or bullying. There are a lot of rumors circulating that are false. Kasey and Cheyenne were both Michelle's roommate. All three of us are good friends with her, and will remain close to her. It is sad that people have created such false accusations."

but the rules for baseball are set by MLB.  Most of the lower organizations including Little League Baseball Inc. follow MLB's lead with some tweaks of course.

There are over 10 different youth organizations in USA and they all follow the MLB rule book to some degree.  It is rumored that MLB will contact Little League Baseball Inc in Williamsport Pa to discuss rule changes before implementation.

MLB has 25 players on their roster so subs are not an issue.  Little League Baseball Inc. does allow subs due to the agerage roster of 11 or 12.  NCAA follows MLB very closely for baseball.  The biggest difference in MLB requiring wood bats only.  That is a whole other discussion.

Softball's lead organizing body is ASA in Oklahoma City.  Ever wondered why the NCAA SB World Series was held in Oklahoma?  Now you know.  ASA's primary goal is to standardize the rules of softball just like MLB does for baseball.  Since most youth softball teams have only 12 players, ASA allows for re-entry of ALL players. 

The pitcher can return to the mound provided she stays in the game but moved to a different location.  I do this all the time.  If my starter gets into trouble and is visably shaken, I will shuffle the defense to allow my #2 to come in.  I will move the starter to the outfield, for example, for a few innings to calm down.  Then later in the game I will bring her back in.

I think this explains why Wagner bats. It seems that ordinarily the best 9 batters on the team are the batters, but there must be great value in being able to switch Wagner and Dreisenga back and forth between pitcher and dh- more value than .109 batting average points.
