It isn't just punt returns. Last year, he had a pick against Rudock near the end that won the game for Maryland. We don't want to give Lively any live touches of the ball.

The biggest impact of wind will be on punt returns.  Jabril is very aggressive (which I love) on ensuring he snags everything before it can bound down the field for any of those 70 plus yard punts.  But, last week he dropped his last catch, out of bound luckily.

Could go either way but catching the punts by both teams is something to watch.

Great our kickers will get additional experience kicking in windy conditions I like it! Also our backs will have a nice breeze to keep them cool while galloping for 500 yards in rushing

Haven't just about all of our games so far been played in windy conditions?  I remember Harbaugh commenting on it.  We should be used to it by now.
