Neither. West Virginia will, and I quote, "Install electricity with the money". Statistically, the payment will increase WV's per-capita income by almost 50k.

Isn't this the second payment? I thought I remember seeing an alleged scan of the first check (with all the details blacked out). Was that just photoshopped?
