It depends on the prior relationship they had. I believe if Tree knew McCray before McCray hit 9th grade, he can continue to interact with him.

Whether they had a prior relationship isn't really at issue. The specific issue in this case is the use of twitter, which made the communication between Roundtree and McCray a public one. Had Roundtree communicated with McCray privately via phone or text, this wouldn't be an issue at all.
I'm just gobsmacked that those dinosaurs at the NCAA even know what "social media" is.

All Coach Hoke needs to do is tell the team they are not allowed to contact potential recruits via Twitter and the team will comply. For every player there is a distance of pushing a barbell plate up and down the field that will deter them from breaking the rule.
An MSU women's basketball player, Madison Williams, just did the exact same thing Roundtree did. Here's her tweet concerning Aerial Powers, a player at Detroit Country Day (the same school Williams attended) who just verbally committed to MSU:
