Question: How do Bowls designate the "home" team?

I've been really curious about this for a long time now. Is there any special criteria bowls use to designate the home teams? I had a theory that Michigan alternates from Home to Away each year, but then I realized Michigan was the home team in both the Rose Bowl Games from the 2003 & 2004 seasons.

Do they do it by record, ranking etc?

This used to mean a lot more than it does now.  There is nothing in NCAA rules preventing us from wearing our home jerseys if the opposing team wears a color other than blue.  There used to be a penalty (I think it was something like 1 timeout per half) if you wore home on the road, but now it's allowed.  There may be a provision that the other team has to agree, but I'm not sure on that.  

Long story short, if we really wanted to wear the blue jerseys at the bowl game and were the away team, it's possible.

Before the BCS, the Rose Bowl switched every year between the Big Ten and Pac Ten team.  The Big Ten team was the home team for all the odd numbered years.  4 of our 5 last Rose Bowl victories came with us wearing our away jerseys.
