He would not have had that type of impact on the Lions not only because the Lions play a 4-3 but because in 2007 (not to mention almost every other year of their existence) they had no clue on how to use talent.
Pittsburgh drafting Woodley was a perfect match.

I'm pretty sure Woodley would still have been a valuable player on the Lions, considering the state of their front 7 last year and his contributions to a Super Bowl winner.
Just like DeMarcus Ware or Shawne Merriman would have been better than Mike Williams in 2005, even though they both play 3-4 OLBs as well.
Speaking of Matt Millen, it really sucked that he, as a Penn St. alum and epic destroyer of the Lions, came to Ann Arbor to call the game yesterday.
