All I can tell from this picture is that the dude had a hockey stick and was screaming in the streets, unless there is more evidence that he utilized that hockey stick to do some kind of damage he will not go to jail and the authorities will not waste there time trying to find the guy
but there is a huge chunk of plastic tint stuck to the hockey stick. They would go after someone like this to make an example I think...

he is inside of a Canadian bank, where there are security cameras. In case you were not aware, the Canadian banks have a tendency to go after people that break into them.
