I can't believe that USC is going to get off so easy that someone who was waiting for the "news" would sign with them. If USC gets off easy considering their repetitive and unrepentant pattern of major violations, UM had better get off with next to nothing for the freep's nitpicking.

The NCAA is much better at policing misdemeanors than it is at policing major felonies.
USC realized what OSU realized about 5 years ago. The NCAA has no authority to come in and force testimony. If the schools refuse to cooperate then there in nothing the NCAA can do to force an investigation. Then all the NCAA can do is look from a far, without any specifics. Since they don't have "proof" they basically hit the school for the smallest violations that are the ones schools rack up by accident.
Basically Michigan can either keep living in this world of openness and false fairhood and keep getting hurt or they could tell the NCAA that they did nothing bid (which they didn't), that they will police themselves and go f-off. I just don't think it would sit well with many Michigan fans who would rather be ethically correct (on random BS rules created by the NCAA that have little reason or rhyme) then "cheat" and win.
I'd rather have minor violations like extra practice time, staying in contact with players even during non-recruiting sections, etc. I'm not saying I want to become OSU/Florida/USC where we pay star players and bribe their families, I just think U of M's administration should realize that it isn't a coincidence that the schools that cheat a little bit tend to recruit better and thus normally play better on the field.

Unless he was willing to test his luck without the LOI program, he had to sign before April 1st, and it's pretty clear that nothing will be announced before April 1st.

Just another reason to hope the hammer comes down HARD on USC. Kinda reminds me of baiting a trap. Once all the vermin are in one place it's easier to deal with the problem.
I think we're gonna see some really good D1-AA schools in a year or two as players flee the USC punishment.

We all look forward to the return of days when we're talking about the games that aren't on the schedule at the beginning of the year... but right now the Pac 10 isn't really on the radar.

Here's how Kiffin did it: he fed Orgeron meth and Jack Daniels for an hour and then put him alone in the interview room with the NCAA investigative dorks. Within five minutes Coach O had ripped his shirt off and, spittle flying and eyes bugging out, challenged the NCAA guys to a cage match to the death. Then, just when it looks like Orgeron is literally going to rip off their heads and eat their livers, Kiffikins comes in with four offensive linemen and they wrestle a screaming, frothing Orgeron to the floor and put shackles and a ball gag on him. After Coach O is carried out moaning, Kiffin sits down calmly to make amends with the NCAA guys, who by now have shit their pants and pissed in their shoes. He says he'll forget the whole thing if they just turn their attention to a Big 10 school back east that's much more deserving of the NCAA proctological exam than poor old SC. Grateful that Kiffin had rescued them from a certain and very horrifying death, the NCAA investigators hurriedly agree that Michigan is a much more appropriate target for their wrath. As soon as they peel rubber out of the USC parking lot, Lane gets on the phone to Seantrel's dad to give him the welcome news.

I hope this doesn't mean that the NCAA is going to impose its standard wrist slap which was then leaked to USC/Henderson. Why else would he sign now and not wait a few weeks for the official word?

I'm not sure if you're using the word "few" loosely or not, but he basically only has a little over 2 weeks. Letters of intent have to be delivered by April 1.
It doesn't negate the gist of your argument, but just in case you didn't know, there is a looming deadline for his LOI.
A couple is two and a few is three so I'll give him the pass on it since it's over two weeks, but not by much.

I think that's exactly what it means.
Nobody should be surprised in the least if the penalties—if any—dished out to USC are smaller than those imposed on Michigan. I am assuming myself that things will go down that way.
