It rains in the Netherlands on average 145 days per year, so in an effort to try to alter some of the climate challenges that face this country and to boost tourism, Google has reverse engineered some of the Netherland's most iconic windmills to try to alter weather patterns. It looks like they've had a small amount of success with the program, but it's still early days. It's an interesting concept nonetheless. https://youtu.be/QAwL0O5nXe0

says it's totally possible. next project is to adjust ocean currents to counter the effects of El Nino and prevent temperature change around vulnerable coral reefs. Google Sea.
