Can someone smarter than me or someone with more direct ties to a college football program explain something please?

When recruiting all these players meet with their position coaches, and position coaches head up most recruiting efforts.  During day to day operations a position coach sees his individual player more than a head coach sees a specific player (outside of starters).

So how can tOSU justify saying that a position coach doesn't know the day to day workings of a team?

I in no way am assuming one way or the other, but do need a little clarification on this.
