When does Rivals usually do their final rankings?

No way. People stop looking at that class shortly after signing day. It's before that I'm sure.
It goes into real time on/around Signing Day, IIRC. As new commits announce the classes rankings go up and down. IIRC they just plug in the Rivals Rating into their formula. It keeps going after signing day as well, in case of late commits from big prospects like a Terrell Pryor.
They do final rankings after the Army All-American game.

Here's why - if they did it once the classes were official, they would have to release the new rankings on NSD, because a week after NSD people have already checked out their team's class and have moved on. If you re-ranked the 2011 class in March of 2011, it's likely no one would notice. Also, the services aren't learning anything new about these kids between the All star games and NSD.
So, why wouldn't they release them on NSD? Because re-ranks cause hits. Everyone who cares about recruiting is already going to be all over Rivals and Scout on NSD, there's no need to generate hits that day. However, if you do a re-rank in mid January, you're get a ton of people going to your site on those days to see the new rankings/ratings.
I always pay more attention to where we stand by average star rating. If you re-sort by that (which is not influenced by number of commits) we are 13th on Rivals and 11th on Scout.
I get it that more recruits = more probability that you'll have recruits that "pan out" or become studs, but to me, it's quality over quantity any day (see Indiana).
it doesn't have to be one or the other. it is both. you need quality and depth.
I guess I was merely saying I would rather have 10 higher rated players than 20 lower or unranked players like IU's recruiting class is like (or was before they got poached). I also say this with a bit of an "eh" because we all know how 3* recruits can turn out to be more like 5 * players.

I could agree more, actually. Every scholarship athlete is another chance for a raw prospect or a low to moderate upside prospect that is still better than our other options for that season. Star average only works if you expect that star average to hold while filling up (or almost filling up) the class. If you maintain a high star average until filling up on MAC prospects (or just striking out entirely) on signing day, you're not better off.
Our secondary this year could have used another upperclassman three star athlete, regardless of how much people may have complained when he committed.

It is more simple than that... it is simply an average of their star rating. Our average is 3.31(on Rivals) or so... a three star is equivalent to all other 3 stars.
UM has 4 4-star guys and 9 3-star guys.
What you're trying to get at, but according to Rivals ratings, there are only 8 teams in the Top 25 recruiting classes that have more 4/5* recruits than 3* recruits:
So it's not as if Michigan is in the minority with the whole "more 3* recruits than 4/5* recruits" idea. A lot of highly rated recruiting classes have a majority of 3* kids in their class.
Alabama - 14 4/5* recruits; 6 3* recruits
Looks like there's 6 kids in jeopardy of not having a spot this fall.
Now I can finally get a good night's sleep.
We also have fewer commits than any other team in the top 25.
Should be a very exciting finish to this class.
I also hope that all the kids we sign make it through admissions. It will feel so good to see players who do NOT drop out of the program because of academics--or, for that matter, any other reason. So far, this group looks like a good fit all around.
If he's in serious contention for the POtY award, why don't they just give him the damn 5th star already? Its like Denard being left off the 1st (and 2nd!) All-Big Ten Team but being the Offensive POtY and finishing 5th (6th?) in the Heisman voting. DAMN THE MAN!
There's one more adjustment to the star rankings. Hopefully dee goes up to a five and others move up to a four!

There are only 16 5 star prospects on rivals this year, compared to 26 last year. Do they usually change the list this close to signing day?

Quantity is also important. All the recruits we have had over the past five years show how important the numbers game is, so I hope we are able to fill 20 spots.
I'll be more excited if we win on New Year's Day and end up in the top 25 rankings of football teams.
