I disagree on the "this is." The shirt is styled after the "Michigan [Name of major]" shirts. "This is" would be redundant, and disruptive to the design.
FWIW: The font is Superstar M54: http://www.dafont.com/superstar-m54.font - and the user requests contact and a donation be made before using the font for commercial purposes. There are other block typefaces on that same website with less restrictive licensing.
