Tom Hammond is 100% on-topic as far as MGoBlog is concerned. This is, indeed, a meta-topic since it can pertain to the website itself as a whole.

Well, I suppose it can be considered on-topic since it's a running gag and almost a logo for the site, but still not sure how it would be considered "meta." Would love to hear you clarify that stance (seriously; not trying to be argumentative).

He's using "meta" in the epistemological sense. In this style of usage meta means something similar to "about itself or something closely related." As you can tell by that fuzzy definition there is plenty of wiggle room in what would be considered acceptable meta usage.
Examples:
Metacognition - thinking about thinking
Metadata - Data compiled from other data
Metablogging - Blogging about blogs
The meta tag has become popular (among geeks!) for all site-related issues because people are essentially using the site to talk about the site. I'd argue this is exactly what the OP is doing; he's using the site to discuss a site meme.

Thanks for humoring me, Deuce. I'm familiar with the term, and I'm still left confused by how this is "meta."
I would expect the new image offered by the OP to be somehow greater than or encompassing or describing/about the original image. Like a meme about a meme. Instead this seems to be an image similar to (rather than about) another image. That's what had me confused.
Oh well, no big whoop.
