Probably because he's a hometown kid who's not a no-name 2-star and is, in fact, a highly productive high schooler and a commit to a decent Big Ten program.
I'm not a huge fan of Perry, but the reasons are pretty obvious if you choose to think about it.

Burnett committed while he was at Michigan, and then he de-committed by the time he got home. The staff then said "Thanks but no thanks."

A fair reading is that happened when Burnett de-committed. That's why Webb reported Michigan was no longer in play for him. With a different time frame, Burnett may have had more time to sort things out and change his mind again.
