Expansion RUMOR (from georgia tech sites): TV networks pushing ND, Maryland, Georgia Tech, Rutgers to B1G?
Their stadium, according to wiki, has a capacity of up to 69.4k which wouldn't rank in the smaller half of the Big Ten. ND and Pitt are the only no-brainer adds left, IMO.
1) USNWR is becoming more of a joke with each passing year. It is now widely established that it incorporates a bias toward smaller, private schools, hence the inexplicable rise of the BCs and NDs vs. UM. A few decades ago that would have been laughable.
2) Georgia Tech is one of the highest regarded engineering schools in the world and should be welcomed with open arms
3) Being in the state of Pennsylvania and proximate to Penn State should not be a drawing card given the events of the past year. If anything we should be trying to disassociate with anything in that state.
Pitt would be at the median of the CIC, and that's saying something. GT and Pitt both have about $2.7b in research over the past five years.

With a playoff system of four teams being considered in football, there is little reason to go ahead and increase the size of the B1G beyond what it is now, in football and also basketball. Delaney's public sentiment is that he is happy with a 12 team confernce. Unless there is a very compelling reason, expansion comes with a big downside, namely, traditional rivalries go by the wayside. I can't see any of the four programs being a game changer.
