I'm surprised that Roh made the list. He was solid, but I don't know about top250 in the last 8 years

It's ESPN ... they probably ranked the top 30 or so, and picked the rest of the names out of a hat.

Their explanation of their methodology is vague at best. Seems like it's just a completely subjective blend between past recruiting hype and actual performance.
I think a much more interesting list would be underrated recruits who outperformed expectations. But that list would only serve to highlight ESPN recruiting's inaccuracies, so I doubt they'll make it. I'll just chalk this one up to off-season click-bait.

Only 2 of the top 40 were not ranked in the Top 150 overall

Guess they didn't research that one too thouroughly.
I was surprised that Kellen Moore was dead last. I didn't really have any complaints about the content of the list but the ordering was occasionally strange.
