If he's "healthy" why would he be scratched? 

Is he not up to game form or something?

Read the linked article, and you would have found this:

"Head coach Red Berenson said earlier this week that while Burlon was healthy enough to play his time off may keep him out of the lineup as U-M enters its most important game of the year and cannot risk playing a skater that is rusty."
