The final BCS standings will be compiled Sunday, December 5. The BCS bowl pairings will be announced at 8:15 p.m. Eastern time that day, on ESPN television.
I believe the other bowl selections are typically announced shortly thereafter (on the same show).

The only drawback to the new contract with the SEC and the Big Ten is those conferences don't like non-BCS bowls making invitations and their teams accepting them until after the BCS Selection Show Sunday night on ESPN.
If I'm reading that right, all it boils down to (I think) is that the other bowls can't go public with their choices until after the selection show. "Don't like" isn't very enforceable, especially when teams like Michigan know they won't be making a BCS bowl anyway and have no incentive to wait to hash things out behind the scenes.
I always thought it was on the same show. I remember watching it in 2007 when we got the Capitol one bowl vs. Florida.
to BCS bowl games, the selection process for the lowered tiered bowls wait in anticipation to see who they have a crack at. The big question is, will MSU get Capital One or higher which could affect to which bowl we are invited.
Where MSU goes really won't have an impact on us. Two of the 3 big ten teams are going to get BCS bids; that's almost set in stone. Who they are really doesn't matter because the one left out goes to the Capitol one bowl. Then we have the Outback which is almost certainly going to pick PSU. So the Gator essentially has to choose between Iowa, Michigan, Northwestern and Illinois. I'm assuming It's really between Iowa and Michigan; so at that point it's their pick. Whoever doesn't go to the Gator will go to the Insight.
Because of the three-way tie, the BCS standings will crown the B10 champ, and that is Wisconsin based on them having the highest ranking. Between OSU and MSU, OSU is a much more attractive choice for a bowl game. They have a bigger alumni and fan base, historically travel as well as any other college, pack the shit out of their stadium, and have a Heisman dark horse (whether or not Pryor is actually a candidate is another story). Contrast that with MSU who can't even fill their 75,000-seat stadium in their best season since the 60s, and it's pretty much a done deal that MSU is going to the Citrus Bowl.
The one thing I heard which suggests MSU has an outside shot at a BCS bowl is that they have an alum working on the selection committee for the sugar bowl I think? It's one of the three not the rose bowl. So that could persuade them to be taken. But Wisconsin and OSU fans do travel better.
I would hope that the other member's of said bowl game's committee tells said MSU alum to "can it" when trying ill-fated attempts to lobby for Sparty. There is no way any non-partisan group picks MSU over OSU for a BCS game.

For example, in the MWC, when the first place team knows they are not going to a BCS game, they will accept a bid to the Las Vegas Bowl a few days after their last game. But that would not happen in a conference like this. Everyone needs to wait to see what the BCS does.

You have to admit though that it's a pretty odd coincidence that Florida and Michigan are projected to play in the bowl game by some and they have the two sweatshirts and their headline merchandise advertising their store. It may very well be an insight to who they are going to pick.
