I watched the 2004 ohio game at The Drunken Ship. It got rowdy and loud by the time the game ended. Still able to watch though - assuming the bar is still there, might be your only option.
I was abroad in the fall of 2008 and was able to catch games at the Drunken Ship in Campo di Fiori. Place is always full of Americans and was a nice piece of home if you're looking for that. They don't always have the Michigan game though, just the national games.
Plus, the place gets wild at night.
They're all Stanford or Louisville fans there.

When you walk in the front door, take a left, go down two flights, take a right, walk through the Papal chambers, take a right, turn left at your 2nd door, go up two flights, take a left, the 3rd door on the right is a pimped out home theatre with a 70" inch flat screen. Direct TV too so you should be able to get the game. Enoy.

...I flew out to Rome to kick off a week vacation in Italy on the same day as the Northwestern game this year, which unfortunately aired at 1am in Rome because it was a night game (in America). We stayed at three different hotels and each of them had an "ESPN America" channel that aired college football that night. It's pretty much luck of the draw if they choose to air a UM game but it's worth a shot.

I've watched several of our bowl games on ESPN and ABC in Irish Pubs in Rome who often have Direct TV or some other satellite link. I spent a few minutes on google and called each pub until I found one that had the game.
The Drunken Ship's Internet website make it look like a very interesting place...

I watched a lot of American football and Michigan vs. Wisky there back in 06. Good food. Hot waitresses too and relaxed atmosphere. Generally American speaking, filled with ex patriots working there...and American travellers who want to watch our version of football.
