AFAIK, there haven't been any invitations sent yet. IIRC, the invitations go out a little bit later, perhaps because they get the leftovers from the Under Armour and U.S. Army games.
Of course they have a chance. Albeit, it seems they'll need to play more than 3 games to do it... 4 games or so

There are usually at least a couple guys on each team who don't really seem to belong, based on offers and their commitment and such. But generally, yeah, they're top-250-type players.
Not sure if they try to get one from every state, but it seems like the Army game makes an effort to bring in guys from out of the way places every year. Can't remember for certain, but it always seems like there is some random 2-star dude from Buttfuck Falls, North Dakota at the game every year.
This came to mind when I first read the OP. If they could count as being from Delaware, seems they would have a good shot if that is the system in place.
