It sounds like it depends if he can finish up all his work by the end of the year. Michigan's winter term starts bright and early in January, so he's gotta get it all done in about 6 weeks.
How the clearinghouse process work? Can you enroll somewhere before getting cleared as long as you don't play?

They engage in the off-season S&C program, "informal" player-held practices, and official, spring practices.
His Dad is trying to do everything possible to get him ready to enroll early. I haven't talked to him in awhile, I'll reach out and let you know.
Somewhat unrelated, but I spoke with Brandin Hawthorne last night, and he would've gone up yesterday if he could. He can't wait to get there and start making plays. He had to have been hitting people and jumping up and down when we were talking, because he was pumped.
