So - now that Michigan has proposed the Sanctions, what happens? Does the NCAA have 90 days to respond/reject? Is it done?

According to ESPN's Mike and Mike in the morning Mike Golic just broke down to tell us all that he had inproper contact with Jimmah Clausen when he was being recruited by ND. He said hello to him at a banquet and therefore committed a major violation to the nation's winningest..... uh second winningest program.
